It depends on how many you are replacing, whether the existing wiring and transformers can stay, and how much ceiling access there is. Swapping like for like is straightforward. Changing the layout or adding circuits costs more. We quote before we start.
Yes. Moving or adding downlights means new holes and often new cabling above the ceiling, so we talk through where the old fittings were and what patching you will be left with before we cut anything.
Either works. Plenty of customers pick their own pendants or chandeliers and we install them. If you would rather we sourced the fittings, we can do that too.
Yes, and it is worth doing properly. Dimmers have to be matched to the LED driver or you get flicker and buzzing. We will tell you what will actually work with the fittings you have chosen.

LED Downlights
Halogen downlights were standard for years and most are now at the end of their life. They run hot, they draw far more power than they need to, and the transformers behind them fail one by one.
Moving to LED cuts the running cost and the heat, and gives you a much more even spread of light. The part worth getting right is the layout. Downlights placed too close to the walls throw scallops up them, and too few in the middle leaves the room dim where you use it.

A pendant over a bench or table does more for a room than any amount of general lighting. Height matters, and so does the fixing, because a heavy decorative fitting needs proper support above the plaster rather than a hook and hope.
