Yes. The work is done by a licensed electrician and you get the paperwork for it. Anyone installing a charger without that is not someone you want wiring a circuit that runs for hours at a time.

Does it matter which brand of charger I buy?

Less than people think, as long as it suits your supply and your car. What matters far more is that the circuit behind it is sized and protected properly. We are happy to fit whatever you have chosen if it is suitable.
